About Me
Khalfan is the CEO at Oman Aviation Services after been the Chief Supply Officer (CSO), where his responsibilities included ensuring best Customer services to electricity customers, performance & Business development, managing Customers database and metering, improvement of accurate Billing & Collection procedures and contact Center arrangements.
In addition to the above, Khalfan worked previously in a number of position of which was the Senior Manager Regulatory Compliance at Rural Areas Electricity Company. In this role, he worked as the focal point with the Authority for Electricity Regulation in all matters related to the company license and regulatory affairs. Also, monitoring Compliance of the company to license conditions and the development of regulatory compliance manual and compliance reporting system. One of the major roles was the development of the Company Price Controls Regulations “Price Cap Regulations” to determine the Company Maximum Allowed Revenue and Financial Subsidy entitlements.
Khalfan has experience, in procurement functions including ensuring that all tendering process are done as per tender board regulations and act as an intermediate between other departments and the Tender Board, looking after the procurement of supplies and materials requested for projects and other related activities. At the beginning of my career, he started work as an Economic researcher in 2000 in Ministry of Electricity & Water in Privatization department. In 2002, he was seconded to the Ministry of National Economy, as a team member, to work on the restructuring and privatization of electricity & related water sector. The work included the development of the electricity sector law and licenses that are granted to the successor companies. In 2005, started to work in the Authority for Electricity Regulation as a Sr. Regulatory Economist with main responsibilities including the development and review of price controls mechanism, electricity & water bulk supply tariff, economic & financial analysis of the electricity companies data.
